Performing Shipboard jobs - working outboard

In a ship working outboard involve many hazards and careful consideration will need to be made for safe planning and execution. Summarized below are some basic check items prior working outboard. These procedures are only indicative, not exhaustive in nature and one must always be guided by practices of good seamanship
  1. Has pre-meeting been held and personnel clearly instructed of work scope, procedure and precautions?
  2. Are personnel carrying out the work, in a physically fit condition for the work?
  3. Are personnel carrying out the work, wearing appropriate clothing incl. lifejacket/vest for the work?
  4. Have personnel carrying out the work been provided with adequate personal protective equipment?
  5. Has the condition and strength of safety harnesses, lifelines, safety belts been confirmed and adequate?
  6. Are bosun chairs, stage boards, scaffoldings & ladders suitable for use and in good condition?
  7. Has the condition and strength of ropes and lifelines been confirmed and adequate?
  8. Has equipment been correctly and properly rigged and measures taken to prevent damage by chafing?
  9. Confirm the vessel is not making way through the water?
  10. Taking into account rolling period and wind speed, can the work be carried out safely?
  11. Is lifebuoy fitted with lifeline kept ready for use?
  12. Anti-rolling/swinging measures taken when working at high places like bow flare, stern overhang etc?
  13. Are warning notices posted at personnel informed to avoid overboard discharges in vicinity of working site?
  14. Is watchman posted where working crew is insufficient to take appropriate measures to prevent accident?
